please only answer this Q. if you have worked in Law Enforcement and know what LEDS NCIC and III databases are.

Is it not against ever agency’s policy for records employees to randomly look up family and friends criminal history, much less share it with everyone ?

It’s not OK for government employees to waste work time on personal tasks. That said, “public records” are accessible to the public. It doesn’t sound like you’re talking about “public” records, however.
