Does your employer permit you to not get receipts and just maintain the change? Does any individual else want this income paid back? Provide a receipt or you do not get the cash.

Our company expects every single single cent to be accounted for. They even spend small nazi accounts to pour over the receipts and reject non-qualified items. I believe it is funny that congress is supposed to be the “purse” of our government and they have no thought on how to manage cash.
This would not occur if they had to produce a quarterly report like a huge corporation. There is a critical dilemma when the folks that make the laws can benefit by the laws. That is 1 of 2 significant troubles with the method of our government that our founding fathers neglected to address.

they should have to expense stuff and the expense receipts should be public record.
Why not really make these public service jobs and pay accordingly? Social workers and such don’t make this kind of money or benefits. Let them use gotomeeting.com instead of hop on a private jet to get to global warming conferences?
At my last job, only the higher-ups got per diems. The rest of us, even along on the same trip, had to pay our own way up-front and save our receipts for reimbursement. They were very strict about what we could get reimbursed for, generally it was parking, tolls, meals (only when one was not provided for us) and gas. What a pain. The job I am with now gives us an up-front per diem, and we are not required to return any unspent money or furnish receipts, and can spend it however we see fit. If I don’t spend it all, it’s money in my pocket.
As for Congress, I think the per diem should be low enough that they would not expect to have much, if any, left over. Ideally they should return the extra, but really who is going to do that?
