How can I find court records that have been sealed about a doctor that lost his liscense for abusing drugs?

You cant.A judge is the only one that can make these records public.

You would need to get a judge to release the records. But if you did a search in the area newspapers, you might be able to find information about it.

If they have been sealed, the only way you can get them is with a court order.

The Doctor can seal the records of the court case, but not the records before that.
Either way if it is related to claims you might have against the Dr. then you need to get an attorney to request them.
Or you may be easily able to do that yourself at the courthouse. I has to be relevant and important to something you are going throught or have a case for.
