When you view a court file, the court does review and sometimes hold your identification. I think he may have some trouble. But I am not aware of any specific law precluding minors from viewing public documents. Call the clerk again tomorrow.
Also, your directions should be very specific as to what document you want copied. The court charges a per page fee: certified copies are expensive and less for uncertified copies. But it’s not Kinko’s. And find out if they accept cash, check or charge.

I don’t think there are any restrictions but maybe there is. Why don’t you just it online or something? Easier and much faster?
